The salaries themselves are not as high as many people think. Official statistics are far from being as accurate, especially in terms of reflecting the income of citizens. Planned salary increases and real budget opportunities

A few years ago, the so-called "May decrees" appeared. With regard to these orders, the salaries of medical workers must be increased over a long period of time by an indecently large amount of interest. Initially, it was planned to systematically increase the income of doctors to a solid size, so convincing that doctors would not have to recruit many part-time jobs while maintaining a high standard of living.

It is clear even to people who are far from the sphere of economics that the money for the salaries of medical workers in state institutions comes from the budget. After an endless stream of crisis phenomena and such a rapid fall in the cost of oil, much less money began to flow into the budget. If the situation had been short-lived, then problems could have been avoided, but oil prices have remained low for too long, so many forecasts are not destined to come true.

In order to implement the planned increase in the salaries of doctors in 2019, it is necessary to find 95.5 billion rubles in the budget of "free" ones. 4. Increase in salaries (rates)

4.1. In connection with hazardous to health and especially difficult working conditions:

4.1.1. The salaries (rates) of employees of institutions (structural divisions) for the treatment of patients with AIDS, HIV-infected, leprosy, mentally ill, tuberculosis patients and other institutions (structural divisions) with hazardous to health and especially difficult working conditions are increased by 60, 40, 30 , 25 and 15 percent according to the List approved by the Ministry of Health Russian Federation in agreement with the Central Committee of the trade union of health workers of the Russian Federation (Appendix 3 to this Order).

A specific list of positions of employees whose salaries (rates) are increased due to the presence in their work of hazardous to health and especially difficult working conditions provided for by the specified List is approved by the head of the institution in agreement with the elected trade union body;

4.1.2. Employees of other institutions (divisions) not provided for by the List, involved in consultations, examinations, medical care and other work, in the institutions (divisions) specified in clause 4.1.1, are paid for the hours actually worked, taking into account the increase for work under special conditions.

4.2. Other upgrades:

4.2.1. The salaries (rates) of employees of hospitals for war veterans and special departments of hospitals (provided that these departments are used by at least 80 percent for the treatment of war veterans and persons equated to them in terms of benefits), as well as Rehabilitation Therapy Centers for soldiers - internationalists are increased:

4.2.1.1. medical and pharmaceutical workers - by 15 percent;

4.2.1.2. other workers - by 10 percent.

4.2.2. Salaries (rates) of employees of orphanages, as well as medical workers of orphanages and boarding schools for orphans and children left without parental care, including medical workers who are on the staff of medical and preventive institutions, exclusively engaged in servicing children in these institutions education, increased by 20 percent.

4.2.3. Salaries of medical and pharmaceutical workers of medical and preventive and pharmaceutical institutions serving workers and employees of timber industry enterprises, forestry enterprises, chemical forestry enterprises and floating enterprises, including lumber stations and the lower salaries of timber processing plants and timber processing plants, are increased by 15 percent.

The list of these institutions and positions is established by the ministries of health of the republics within the Russian Federation, main departments, departments, departments, health committees and medical and sanitary services railways together with the relevant elected trade union bodies.

Of course, there are also regions in which the salary of doctors can really be called decent. These include Moscow, St. Petersburg, Sakhalin and the Khanty-Mansiysk Okrug. The highest incomes, reaching 117,000 rubles per month, are recorded in Chukotka.

What to expect in 2019?

Talk that the salary of doctors should increase significantly in 2019 according to the same “May decrees” is encouraging, but the latest news in the economic sphere suggests that the chosen path will not be simple and easy. Such negative events as the fall in oil prices and the imposition of economic sanctions undermine the country's economy, and in fact the financing of the medical sector is fully assigned to the budget. At the same time, it must be remembered that the planned increase in payments to employees of state medical institutions by 2019 will require an additional 95.5 billion rubles from the budget, and by 2020 - another 170 billion.

Naturally, no one canceled indexation, and from January 1, 2019, the salary of doctors is increased by 5.5%, which will not even cover the projected increase in prices for various groups of goods.
